Skillful means

Each organisation, context and environment is unique and asks for specialized approaches to attain a specific goal. With skillful means a path is established for that given context to reach the specified goal or intention.

When you know where you want to go and are willing to go to, but you don't know how, skillful means comes at play. With skillful means a vehicle will be presented which will move you towards the intended situation. On the other hand, a situation of stagnation or status quo asks for disruption. The difference is that in a situation of stagnation or status quo there is no consensus or even sight of where to go from one situation to a better and new situation.

Skillful means implies utilizing intermediary agents, or vehicles, in a skillful manner to achieve a goal in mind.
